Having introduced the Evil Genius Doubt, the First Meditation program of demolition is not only hyperbolic but universal. Presumably Descartes defers to the laws and customs of the country in which he lives because of the improbability of them leading him onto the wrong path while his own moral beliefs have been suspended.

In that synthetic presentation, the sequence ends with the conclusion theorem that what is clear and distinct must be true. So if we are to know that there is a material world on the basis of our experience, we are going to have to "rule out" the Evil demon hypothesis.
